Can someone help my friend get a good build?

Hi guys,

Today my friend had his birthday and his parents allowed him to get a gaming pc with a budget of $1000 all he wants to do is play games like call of duty and league of legends would you be able to help him out by giving him a pc build?

budget = $1000NZD
country = New Zealand
no mouse,keyboard or screen needed

he wants to be able to play any new COD game that comes out with medium graphics.

Does he have any preferences regarding parts?

He has a OS already

He would love to overclock it if it's safe and No he would love to have any kind of parts as long as he can play those games without lagg and I will help him build it from scratch because I'm really good at putting them together just bad at knowing what parts are compatible with each other

bUt since you havent supplied necessary details like WHAT exact Operating System and the moitor resolution , its difficult to be more precise .
