[SOLVED] can someone help with my new build trying to boot for the first time

I7-9700k
Gigabyte z390 aorus pro wifi
Gigabyte rtx 2080 ti
970 evo m.2 1tb ssd
2x8gb ddr4 3200 corsair vengeance rgb
Be quiet 1200w psu
Corsair h100i rgb platinum se

Built it a few hours ago and on startup goes into a bootloop with the cpu light on the motherboard on and wont post.
i tried no gpu, swapping ram sticks ,and one stick at a time, checked all connectors and plugs dont know too much about this and just looking for help i also checked pins and reseated cpu with new thermal paste

Sounds like you have a bad mobo. RMA that thing as quick as you can. Simple as that really.
