Can someway somehow SSD begin bottleneck by M.2 socket?

i wondering if there any cause that M.2 SSD can be bottleneck by M.2 Socket?

like High-end SSD on budget motherboard for example.

No it shouldn't long as your purchase a m.2 ssd drive that follows the speed standards for M.2 sockets you won't have a problem.
