I changed the boot order in the BIOS. I want to change the order back to
floppy/hard drive/cdrom but I can't get back into the BIOS. F2 is ignored.

Solution
Welcome to Tom's Hardware Forums,
Gonna suggest trying F12 or delete (delete doesn't usually work on Dells though)
I did find your manual which shows that on some models - not specific, you can depress the FN&F1 keys while in windows to access the BIOS? Weird - pg 120
http://support.dell.com/support/edocs/systems/ins8200/en/1H018bk3.pdf
See if any of that helps
Also, when trying to access BIOS - tap the key continually until you get into BIOS (doesn't hurt anything if you're still tapping it in BIOS - just makes funny sounds)

Thanks for your response. f2, f12, I had already tried and they didn't work. I finally got in by removing the power cord, removing the battery, and clearing the CMOS with the "clr_cmos" shorting clip. Apparently this reset the boot order and allowed the f2 option to work. I booted into the setup program, set the boot order correctly and that cured my problem.
Thanks also for finding the manual for me.
