Can\t format my 1tb seagate

Hello, my specs:
Windows 8.1 64 bits
Intel 4770k processor

Problem: I have a seagate drive, 1tb. 7200 rpm. I did try to format it in windows disk management, it didnt work. i did format it in wdm with the second option, i dont remember its name. not the regular format, the other one. After that being done, it takes forever to start my pc. usually it boots in 30 secs. with this hdd on, it boots in 15 minutes.
also, trying to access wdm takes about 20 minutes. trying to format tthis hdd in wdm takes 15 to 20 min to initialize, then my pc freezes and it finally quits formating with no result displayed, and the drive no longer shows in wdm. it just dissapears.

drive is blank, no data recovery needed. i just want to be able to use it. wdm states Drive Healthy.

questions:

1.is there a utility powerful enough to format this drive outside wdm ? low level format maybe?
2.can i format it before windows 8.1 starts ?

You can download the free Partition Wizard. Also, there is Partition Master and Partition Assistant. All three are decent apps. You will need a boot disk to format it before windows boot. I use a paid for Acronis True Image and it has an option to create boot disks of True Image which will do exactly what you asked about.

You should check your HDD manufacturer's website. They should have a diagnostics utility that will test the drive and let you know what's the health and SMART status.
Another tool they should be able to provide you with is one that writes zeros (performs low-level format).
You just need to initialize the HDD before you start the Windows 8.1 install, during the installation the OS will partition & format the drive according to your preferences.

Thanks for the tip. i got true adonis image and i created the iso. problem is, i cant creat a bootable usb using rufus. how can i create a bootable usb from adonis iso ?
