Question Can the F-keys be remapped without a running software?

So currently for me to use F1, I need to press Fn+F1 otherwise it does a different action (mute/unmute)

The PC I'm using is: HP Pavilion Desktop TP01-0
While the keyboard is: HP TPC-P001K

I looked at the keys on my keyboard and there are none with an Fn lock written under, I've tried using the combitnation shift+ctrl+fn, shift+fn, ctrl+fn and fn+that lock screen butto that this keyabord has, but nothing, could not try fn+num lock cause there isn't a num lock
I also tried going into the BIOS but there is no action key mode option

Seems like some people solved it by downgrading the bios or something but I'd rather not try that
A solution that will prolly work is using a software to remap keys to change the fn combo, but I'm looking for a software that doesn't need to stay open/running to abilitate that, not sure if that's a thing that can be done for these kind of software or not, in fact I found this: https://gist.github.com/GetoXs/2b80ae4b838924af7f99e941fe09c94c
Wich seems like something that will work, but will it have to stay open/running to make it work?

Powershell may offer possiblities.

The main concern being anything that edits the registry. Registry editing is a last resort.

And very likely that something will need to run in the background unless you are willing to open and close as necessary. Likely to have negligable drain on system resources if launched at startup and left running in the background. Would need to be tested to be certain.

Before doing any key remappings be sure that the host system is fully backed up and that the backups are both recoverable and readable.

A mis-configured remapping could end badly......

Thanks, tried the microsoft one but seems to work only with microsoft devices, in fact it asks me to connect one upon launch to progress

Guess I'll have to see if something can be done with the registry but yeah I'll have to make bakups and be careful
