Question Can the GPU "choke" ?

Hello guys I would like to ask for help 😌
First things first
My Spec
R5 3600X non OC with Freezer 34 eSports DUO max 71C while gaming as this is not the best cooler but much better than stock one 😆
Ram Corsair LPX 16Gb 3600mhz 19-22-22-42 (OC 3800mhz 18-19-19-35)
Asus Rog Strix B450 (newest bios)
Asus Rog Strix 5700XT OC Edition 72/75 depends on game(newest drivers rec.)
PSU AeroCool Integrator Mod XT 750W (I've checked black list before buying)

So my question is. Cuz I've using an Monitor AOC 24 inch 144hz but sometimes, unfortunately too often, fps dropping down causing "micro stuttering" and flickering brightness but this second issue is not much annoying as stuttering. I've tried DDU, reinstall chipset driver, tried also different cables for GPU power, as this PSU got two possible way to connect GPU power (straight from psu or with modular VGA side) nothing helps me fix this issue.

What I think is that maybe PSU is too weak and can't give a stable power for GPU when GPU is trying to give 100% of his possibilities.
But I've checked in OCCT what +12V i getting while stress test and is not going less than 11.80V.
Also I've tried use HDMI except DP but nothing.
Of course stuttering disappeared when I lock Hz on 60fps. But I didn't bought 144Hz monitor to play at 60hz obviously 😁
Game with stutter above 60hz are :
Final fantasy 7 (no matter what settings
Warzone ( I saw a video in YT a guy with almost same specs like mine but 3200mhz and non X Ryzen 5 and he on low set 1080p had more that 144fps most of Time when mine is 90-120fps average)
Shadow of the Tomb Rider (looks and play amazing at 144hz but there also stuttering not so often but still )
And other games...

Some ideas ? As I've exhausted all mine 😔

"Choke" isn't really a thing. It can, however, not get enough power. It seems like that should be just fine, those temps are acceptable for 3rd gen ryzen. What graphics card did this youtube guy have? The 5700XT is roughly equivalent to a 2070 SUPER. What GPU usage are you running at in those games? I'm willing to bet that, at least in Warzone, it'll be fairly low, but your CPU usage will be high if not 100%. If this is the case, you're getting stutters because of a CPU bottleneck. Otherwise, what storage solution are you using? Old, slow hard drives can cause stuttering in some cases, check your Disk Usage in Task Manager. If it's locked at 100%, you'll want to consider getting a new SSD to be able to run games a little more consistently.

This guy in youtube had same GPU as mine 5700XT not sure about company but still is same.
Usage of CPU most of the time is 60/89% max depends on game, never 100%. GPU usage is 100% but utilization 99%.
I forget mention about what storage I've got 😅
128Gb M.2 on System
500Gb ssd BX500 Crusial (was really cheap)
I had an issue with steam when I downloading something then speed was droping to 0 after a few sec. But this issue gone when I changed install destination to m.2. So yea there can be issue on storage side, but even when game was installed on m.2 there still was occasionally stuttering.
 
Stuttering is usually caused by a lack of cpu resource. Particularly by the performance of the single master thread.

Be careful how you interpret task manager cpu utilizations.
Windows will spread the activity of a single thread over all available threads.
So, if you had a game that was single threaded and cpu bound, it would show up on a quad core processor as 25%
utilization across all 4 threads.
leading you to think your bottleneck was elsewhere.

X suffix processors are binned and are not likely to be able to be overclocked significantly.

To test the possibility that cpu performance is your issue, try this back handed test:

Limit the maximum cpu% to something like 85%.
Go to control panel/power options/change plan settings/change advanced power settings/processor power management/maximum processor state/
This will simulate what a lack of cpu power will do.
Conversely what a 15% improvement in core speed might do.
If the stuttering increases, look to a faster processor.
The new 5000 series ryzen processsors look to be outstanding in that regard. If you can buy one.

Since the game is on a ssd, I doubt your problem is a delay in loading textures.

I doubt your problem is a lack of psu capability. I would expect display artifacts as the first symptom of that.

I might try reinstalling the graphics drivers , downloaded directly from amd.
There might be extra tracking code in the DDU app.
They have to make money somewhere.

Lastly, consider the possibility that your graphics card is not working properly.
I see an alarming 23% negative reviews on newegg.

By comparison, the most popular RTX2070 super has a 6% negative review.

To know what's happening inside my case 😁 I'm using a HWinfo64 (I hope is good). I've done this test with 85% max limit but i didn't notice any difference or more stuttering only what was before that. In fact after set a limit Fans on CPU didn't go above 30/40% speed 😌. So there can be issue with a GPU. To ensure myself I've make an exchange on Amazon and swap for same 5700xt but from Power color Red Devil which has only 13% negative reviews but most of it was about drivers a year ago. I had this Red Devil in my previous pc some a few months ago, and I hadn't any issue with that. But on my previous PC I had also better PSU 650w seasonic but was fully modular and really good reviews. So I'll be know tomorrow if it's issue on GPU side or not, if not then I've try with new PSU like EVGA for example. If not then I've planning to buy one M.2 1Tb anyway but later.

Hello guys again. New PSU just arrived to me, and after installing him into my PC, I still see 9.989V except 12V so that was not an PSU issue ? I've checked with differents programs also
