Can This card bump up to 1GHz?

I've been looking at creating a 280x/FX-8320 build. I'm making it black and red themed, and I like the look of the XFX Black Edition Double Dissipation at ,1GHz but it costs $50 more than the regular Double Dissipation, which has a clock of 850MHz. They both look the same, and I think that they have the same cooler. Can I overclock the cheaper model to have the same clock as the more expensive one?

Why not the MSI R9 280X?
Video Card: MSI Radeon R9 280X 3GB TWIN FROZR Video Card ($279.99 @ Newegg)
Its core clock is 1GHz, available for $280 and is cheaper than the XFX Black.
It's red and black too!

$20 extra for 150MHz extra is worth it IMO.
