Question Can this PC run American Truck Sim?

I've got a client who is wanting to buy American Truck Sim. I've looked into it a bit and I'm thinking this game will not run at 30 FPS with his current setup, but I wanted to check with people more knowledgeable than I to make sure. If it won't run at 30 FPS, what do you think it will run at if you have any idea? His current setup is:

CPU: AMD E2-7110 APU (2015 M.Ca)
GPU: AMD Radeon R2 Graphics
HDD: Seagate ST500LM021-1KJ152 500GB
RAM: Samsung M471B5173EB0-YK0 1x4GB
MBD: HP 255 G5 Notebook PC

The system requirements for American Truck is:

Operating System: Windows 7 64-bit.
CPU (Processor): Dual core CPU 2.4 GHz.
RAM (Memory): 4 GB RAM.
GPU (Graphics): GeForce GTS 450-class (Intel HD 4000).
Storage: 3 GB available space.

I'm thinking his GPU is ultimately the problem, but I don't think his CPU is helping much either. Let me know what you all think. Thanks.

Well he could try it but I really dont know if it will achieve even 30fps at lowest settings.
Steam always offers refund tho.

Even when that came out, that is a very low end laptop. That might run it, but you would have a slide show for a computer game. In terms of what would be needed a modern laptop with current Intel graphics from an i3 or any AMD Ryzen (dual channel RAM is best) powered laptop will do it.
