Can this pc use this graphics card?

On the Nvidia website, it says the minimum system power requirements for the GTX 645 is 450Watts.

Your PC has 1 PCIe x16 Gen 3 slot so the card will definitely fit, but your PSU does not have enough power to add the card to the system.

Thank you for your answer but why does the one you linked look different from the one i have some of the specs are slightly different is mine an older version?
