no, Pentium would do terrible since its such an open world, and how un-optimized it is

Yes you can run it, next thing to upgrade would be the processor (to an i7 7700 or something) and adding another 8GB of RAM. If you don't have the GPU yet then you should get the 6GB version instead. I'd expect your CPU to struggle a bit in the more populated areas in the game.
