Drop the cooler and use the stock one since you can't OC on that motherboard, up the ram to 16GB ( u WILL use it), also IMO i would drop the psu to a 500w 80+ model and up the GPU to the 8gb version.
I'm running my i6500+16gb+Rx480 8gb on a 430W 80+, and it maxes out on BF1 ultra at 250w+-. you will have a really good balanced rig IMO ofc.
Yes; but why not scrap the cooler and put that money towards 16GB of RAM?
