Question Can TIM on the PCB cause issues?

I have an RTX 2080ti and I put an EK waterblock on it. However, in just pulling off the stock cooler, the TIM has already bled over and gotten onto the PCB. It is also in between the metallic parts surrounding the core. Now I can clean a lot of this up, but in between the smaller metallic parts, I cannot get the rest of it out.

My question is can this cause any kind of damage?
