Question Can unstable electricity voltage damage motherboard?

Good day Guy's my PC before won't boot it will only spin the CPU fan just for a few seconds then shutdown again I solved it after replacing my MOBO and after 2 months the PC won't boot again only green light in the MOBO and the CPU fan never spin anymore even just for a few seconds it's just dead. I already check the PSU and it's working fine I tried it in my other PC and it works good with display and working fine so the PSU is not the problem and I already breadboard it just the PSU, MOBO, CPU, RAM and also without RAM and I think the MOBO is dead again just like before and one problem in our place is the low voltage it's like flickering low to normal low normal I don't know if it even goes high but it's really bad our lights in the house are flickering badly sometimes. . could this be the cause of this damage? 2x my MOBO died already and in the span of 2 months only.

yes than can be a problem for your MB, especially with a low quality PSU. what unit do you have?

it's an ORION uatx 600watts sir. It's still working fine sir only the MOBO I think is dead.. will a UPS be enough to solve this problem sir after I replace a new MOBO?
