Can USB Sata cable format a harddrive?

The title says it all.
ps: I'm not a admin on the harddrive, its an old rotten school laptop

Assuming you have a functional OS and can access disk management once the USB HDD is attached, then you should be able to format.

Not having admin rights may restrict you accessing disk management though, entirely depends on the restrictions that were put in place by the admin account.

Hi there ivinvirus,

You want to attach the drive as a secondary one to another machine right? If this is the case, then you will be able to format the drive with SATA to USB cable.
I guess you can use some third party writing zeros tool if you want to as well.
