Can USB v2.0 work on older DELL Optiplex gl240

I have a DELL Optiplex GL240 older pc running WINXP SP3, Phoenix/Dell Bios A05 which is latest released for this machine.
It only has USB v1 ports now. I purchased a NETGEAR USB v2.0 PCI card but cannot get it to work.

A call to DELL Tech SUpport received the answer that the A05 BIOS does not support USB v2.0.

Does anyone here on Tom's know if this is the 'Final Answer.' Is there a way to get USB v2 and this PCI card working on this machine?

That looks identical to the NETGEAR multi-port USB 2.0 card that I describe above that I did buy and install but could not get to work.

Is there something different about that model?
 
I'm not finding any specs on that netgear card. Are you sure it's a USB card? Netgear makes mostly network hardware.

The one I linked above is supported by all the OS's from windows 98 to windows 7, so the driver support is there. If you have the PCI slot, it should work.
