Can Vcore be too low?

Hello everyone!
I have an i7 4790k that I overclocked to 4.8 GHz at 1.265 vcore. I've had it that way for a few weeks now and it dawned on me the other day that I didn't really do a complete overclock...
I picked 1.265 somewhat at random and just went with it, I never tested to see if I could get lower. So today I did...

I am able to be stable with 15-30 minutes of Prime (The correct version that doesn't murder the i7's) with a vcore of only 1.24
(30 minutes is as long as I run, don't see a point in running longer for just gaming)
(1.235 boots, but BSOD's after around 5 minutes of Prime)
Now, I am on another forum discussing and someone tells me not to run too low of a vcore, as it could lead to Electromigration...

Now, I always thought the only concern was too high of a vcore (specifically anything over 1.3 on the Haswell's)
I thought that, as long as you are stable, to run the lowest vcore possible... is this incorrect? Will I harm my chip by running my vcore too low, even with stability?

Dropping the vcore from 1.265 to 1.240 dropped my hottest core temp from 77 down to 69, and to be honest I'm thinking of going for 4.9 Ghz, as I think I have a chance of doing so while still being under, or at, 1.3 vcore...however I don't want to do so if running a low vcore will harm my chip

The person was very insistent that a lower vcore would accelerate it too.
I think he is far mistaken, but I'd like to get some second opinions before I call him out on it
(To ensure he does not spread misinformation)

I'd always read that a lower vcore is always better, as long as you are stable...so him throwing that out there baffled me...
 
Low vcore is safe for the cpu.

Too low will cause the cpu to generate errors(leading to among other things blue screen errors) because the transistors can not switch fast enough at this voltage. Since no 2 cpus are the same, the amount you can lower the voltage must be tested.

I have had a system undervolted for almost 5 years without issue. My memory is also running at a lower voltage.
