can we split pci lanes on ASUS Z170m plus motherboard?

hello im buying this motherboard- http://www.primeabgb.com/online-price-reviews-india/asus-z170m-plus-lga-1151-z170-micro-atx-motherboard/
the asus page says 1 x16 slot runs on x16 mode but other slot only x4 max. i want to buy another rx 480 8gb in april for birthday. can i take 4 lanes from 16 slot and give it to the other x4 slot so that it become x8? on internet people say that video card running on x8 dont lose performance is it true? can rm650x support 2 video card? on internet videos people also say that strong cpu is needed for two video card so can i5 6600k run both or i need i7 cpu?

you should always buy the single best card you can afford. IF there is no higher performing card AND you haven't reached the level of performance you want only THEN should you get a second card. CF/SLI is not universally supported in all games is the big reason why. Honestly if you want two RX 480's you would be better off getting a single GTX 1080 or wait until the launch of vega if your mind is set on AMD. I actaully run 2 GTX 1080s since that was the best card out at the time and i was gaming at 4K where i needed even more horsepower then one card could provide. Also i generally don't count the titan series cards when using the single best card theory from above due to it's extremely high cost per card. Anyways I hope that helps for...

You'll need different motherboard for PCIE 3.0 x8/x8 operation.

no one said CF would not work only that he couldn't split the lanes. CF should still work.

As far as the 4x lane effecting your performance if you did go dual RX480, the frame rate difference would be fairly small (2-6 fps) difference for running a 4x link compared to an 8x link.

sorry for late reply, if i going to buy 2 rx 480 then it costing me 47000...which card have power of 2 rx 480 that can be bought in budget of 50000?

and will i need i7 if i use very strong video card? people on site say that i5 cause bottleneck and slow down video card

This GTX 1070 is much stronger then a single RX480 (slightly slower in games that support dual RX480). As long as you get an i5 at 3ghz or more you should be fine. If you can make an i7 work (again 3ghz or faster) you should not have any problems.
