Guys, week ago i bought a "used pc" with spec:
Gpu: gtx 750 ti 2gb
Cpu: i3 2120 @3.3ghz
Mobo: new asus motherboard
4gb ddr3
And my PSU is used and i saw that there is alot of dust in it.
I only bought this pc to play games like CSGO and CROSS Fire. In CROSSFIRE I am sure that i get 200 fps. In Csgo i recommend to play with low settings but i dont know if i can run it with 120 stable.
On youtube i saw videos they run it it easy with it but when i play i hear very loud noise from my Psu. As i told you before that my PSU is not clean. Can you guys tell me what good psu is that works good and dont make loud noise. Budget 30~60€. Do you guys think i can get 120+ stable with my pc If i buy new psu. And if not which CPU is good for to run only CSGO with 120+ stable

I only play with low settings

Cpu sets fps limit. It pre-renders all the frames as fast as its able to, according to game code. Gpu either lives upto that fps limit, or fails, according to resolution and detail settings.

So if you get 120fps in game, and bump to ultra and fps tanks, then gpu isn't enough to hold the settings onscreen. If bumping to ultra and fps stays about the same, then cpu is maxed at limit.

Changing detail settings doesn't increase fps, cpu already gives maximum it can, changing details only changes gpu ability to put those details onscreen. So lowering details to try and increase fps won't work, gpu already gets maximum possible, and you cannot increase fps higher than what the cpu can pre-render.

With that cpu/gpu, any decent 80+Bronze 450w or better will be fine, the Seasonic S/M12-II 520 is a good cheap choice as is the Corsair CX/M 550w

I looked on amazon to see how much this card costs and in the customer questions somebody said the card needs 500w psu , what op sys are you using , another area that could cause you a problem is why only 4gb ram , check how much ram the mobo can take.

as you say the pc is used I would recommend you do a bit of pc house keeping.
Go into add/remove and get rid of any software you dont need or dont recognise , look in start menu and untick all items accept your reltek or other sound items , my kasperky av does not have a start up entry as it auto loads. Next run ccleaner to get rid of deleted left overs.

I told you before i saw the same requiment on youtube and it rech 150+ fps but they have better Psu. My psu make loud noise when i play and my fps drop from 150 to 80 and not even stable.

you need to replace the psu even if you don't mind using games on low settings , when I was a pc newbie I put a better card in my first rig and destroyed the psu because it was working too hard to power the new card.

I think you should also do what I said in my clean up comments , that is unless the pc had been wiped clean by the previous owner.

The psu has nothing to do with FPS.
FPS is determined by the cpu or the gpu.

What is the make/model of the current psu?
If it is a cheap unit, it should be replaced.
The danger of a cheap unit is that if it fails under load, it can damage anything it is connected to.

Your GTX750ti is a good card that will run on pcie slot power only.
Nvidia specs say a 300w psu. There may be some factory overclocked versions that need aux 6 pin power which is 75w more.

For certain, clean out the psu. if dirt causes a short you can be in trouble.

If you are inclined to replace the psu, I like the seasonic focus units for top quality.
A 450w will be a bit more than your budget, but the unit will support a future graphics card upgrade as good as perhaps a RTX2070
