Can you lower fan RMP with ULN adaptor on Noctua industrial line of fans?

I've seen a lot of information on these fans being louder than the consumer line. However I am assuming this is due to the higher RPM. Could you put a LNA or ULNA on a NF-A14 industrial PPC-2000 IP67 PWM to lower the RPMs and make it quieter? Could you then use a case that has a fan controller to further adjust this? Or am I thinking about this all wrong and you cannot adjust it below the 2000RMP?

Yes you could lower the RPM with one of those adapters, but my understanding is that these fans a louder even at the same RPM. They also come with fewer accessories (like those adapters). I would choose one of the non-industrial Noctua fans.
