Question Can you make a DIY GPU enclosure

I've been doing some research to get a Egpu so I can have a powerful laptop with good battery life and still be able to come home plug it in an use my HTC vive. I've been doping some browsing and I can only find pre-built enclosures for thunderbolt 3. I have seen you can use mini PCI if you just want the cable but not Thunderbolt. I was rather hoping to be able to custom build my enclosure so if i could find a thunderbolt 3 to PCI-E 16x cable, i could do the rest myself. Is this actually possible considering this.
 
As I have been told, they can't get tb3 controllers without certification so that's why they're only commercial products and not cheap bare adapters like mpcie, m.2, and ec. But you can just buy one with an enclosure, take the adapter out and use your own enclosure.
