Can You Move Windows From Hard Drive to Hard Drive?

Basically my friend has been getting "low memory" messages when he starts his computer. He's not sure if he installed his windows to his SSD (he's gonna check when he gets home) but he's been installing his games to his SSD as well instead of his HDD. Is there a way to just transfer whatever he wants from hard drive to hard drive or should he just uninstall and reinstall.

Also, if he did install windows on his HDD, is there a way to transfer windows from HDD to SSD? I don't think that's the case though.

There is an option given when buying a "ssd upgrade kit", there is a disc inside with a copying software, so you can copy windows and all other files from hdd to ssd when upgradding without the need to uninstall and install everything. I'm not sure if its possible to choose what do you want to copy. I'm inclined to believe that you should reinstall the games you want to keep and don't forget so save data files. (btw in which disc the folder "Windows" is located?)

keep in mind, if your steam folder is on another drive than your OS, you don't need to worry about steam library, when you re-install the steam client, it will automatically find your steam library and all it's contents.
