Can you overclock on a non-overclockable mobo?

With the title said, is it possible? I'm sure it is, but it won't have as much overclocking abilities, right? Couldn't you get a gaming mobo? Just wondering because I want to save up for the right thing. An example mobo could be this: ASUS PRIME B350-PLUS
