I don't winch motherboard i need without bios update work out of box
3800x is is already at it's maximum, there's no point in overclocking it. Without subzero cooling you'd never get all cores even to 4.5GHz let alone over. Best way to get maximum performance is to have good cooling, enable boost and PBO and make sure that MB is good for 4000MHz RAM as fast memory helps CPU performance.
You could set a manual frequency to 4.5 but that's highly unlikely and with anything bellow that you would loose on single core/thread performance while gaining little in multicore.

Yes, with a B or X series motherboard only. But if planning on conventional all-core overclocking don't also plan on success as it's very rare to get any better performance than stock and then only with heroic efforts on a top-end motherboard with top-end CPU cooling.

Most any brand new motherboard will work out of the box with a 3000 series CPU. Only thing to worry about is if dredging bargain basement sales which could turn up some new-old stock B450/X470/X570 board. Any B550 will be compatible out-of-box as they came out well after the Ryzen 3000 launch.

Don't bother with any 300 series (B350/X370) as they are mostly inadequate for decent performance with 8 or more core CPU's.
