[SOLVED] Can you put the graphics card into the 2nd slot on a ASUS TUF Z390M-Pro Gaming

I have a special case that has limitations on placement of the video card. as a result it does not have the availability of placing the video card immediately below the motherboard backplate. It requires an additional slot space before I can put a video card into it. I realize that this is a weird set up but it is what I have. My question is if I get a motherboard like the TUF z390 pro can I use the bottom PCIE X16 slot for a video card and the top slot for a NVME M.2 raid drive? In other words, backwards from what is normally used? If so what are the ramifications? I am limited to the MATX motherboard size. Is there a Z390 or Z370 board that this can be done on?
