Can you re-install windows 10 without losing apps and games,data etc?

Yes, that usually works. Usually, being the keyword.

That's only "sort of" a reinstall. Basically, it is running whatever updates are outstanding, and will include whatever the latest large semi-annual update is.
Which is mostly a reinstall anyway.

Of course, it is never 100% guaranteed, so have anything critical saved elsewhere, just in case. Which you should be doing anyway.

A "reinstall" like that may not change whatever those settings might be.
As it states...."Keep all apps and settings"

There isn't a particular problem,it should fix a few issues and I'm pretty sure it just keeps apps and personal files
