It's specs are :

4GB DDR4 RAM
1TB 5400rpm Serial ATA hard drive
13.3-inch screen, Intel HD 520 Graphics
Windows 10 Home operating system
Full HD touch screen with ips display
2016 model
Intel® Core™ i3-6100U with Intel® HD Graphics 520 (2.3 GHz, 3 MB cache, 2 cores)
Many people claimed this system can run Gta 5 on lower settings.... Could someone confirm?

Solution
intel hd graphics wont able to pull it off even on lowest settings...u need atleast a 1gb graphics card for it, even to play in lowest settings...
these are the minimum system requirements...

OS: Windows 8.1 64 Bit, Windows 8 64 Bit, Windows 7 64 Bit Service Pack 1, Windows Vista 64 Bit Service Pack 2* (*NVIDIA video card recommended if running Vista OS)
Processor: Intel Core 2 Quad CPU Q6600 @ 2.40GHz (4 CPUs) / AMD Phenom 9850 Quad-Core Processor (4 CPUs) @ 2.5GHz
Memory: 4GB
Video Card: NVIDIA 9800 GT 1GB / AMD HD 4870 1GB (DX 10, 10.1, 11)
Sound Card: 100% DirectX 10 compatible
Yes you can run at the lowest settings at 20-25 fps. I ran the game on Intel E5700 Dual core 3.00ghz, 6 gb ram and Radeon 5450 1gb and it does not lag but there was a fair amount of stuttering while driving but it seemed okay while moving around so I think it would be playable in your system .

What would you suggest if my budget was 650$ (approx 47000 rupees) and I was looking for a good laptop with a nice screen to run gta 5.... Seeing that the model I had in mind won't be ideal for running one of my favorite games?

I'm kinda new to the computer market and after 4 years of playing an Xbox 360...hoping to find something which is more portable and good for watching movies and playing games... Hope someone can provide more info that the HP world sales assistant provided me...... :-/

Wait, are you buying in the US, or...?

Because if in the US, the laptop that I posted is literally the best bang for your buck out of all of them. However, in pretty much anywhere else they probably don't have that deal.

India..... :-(.... They overcharge for most laptops here with reasonable specs..... While a far more superior model is avaliable in USA for less the cost ..... Damn... That's half the reason why I have still not settled on a particular model yet....

That Acer Aspire that Hellfire posted is your best option. The laptop that I am using currently has a 940m and the same specs (5200u instead of a 6200u, but same thing) and it'll run it just fine. Low (not lowest) settings and it'll make it up to 60 frames occasionally.

1920x1080p low settings. I don't like turning the rez down.

I certainly could probably push it a little. Do I want to? No, I like my constant 60 and if I go up any further it turns into a constant 50, and that's a no-no.

Hey so to resolve the thread.... I very decided in buying either the acer Aspire V3 575g or the Hp Pavillion 13 X360 U104tu (the upgraded kaby Lake 7th gen counterpart of the u004tu).... Seems like a hard choice with the scales tipping in favour of the 7th gen i3 Hp model as it had better battery life... Touchscreen ips display vs the tft one of the Acer...... Thanks guys for your assistance in the matter... 🙂
