Can you transfer Windows between drives?

Is it possible to transfer Windows 10 from an HDD to a SSD in the same system?

Edit: To make myself more clear, what I would like to do is transfer my operating system (Windows 10) to my new SSD in my system. Then I want to remove my HDD and not use it anymore because it is too slow.

Sure.
Upgrade to Win 10
Get the total used space to below 200GB or so.
Migrate to the new 250GB SSD.

Acronis Trueimage, Easus Todo, Macrium Reflect, Casper...all can do this easily.
Some free, some with a free trial.

I'm preparing to almost exactly this with my system.
Upgrading to Win 10, and moving to a new SSD (changing from a 120GB SSD to a 250GB SSD)
Not necessarily in this order.

Yes. You can only use it on one drive, though.
What are you actually wanting to do?

There are several clone/migration tools that can move the contents of the HDD to a new SSD. Depending on a few factors, though.

How big is the SSD, and how much total used space is on the current C drive?

Not sure, it's a theoretical question because if I could do this I could use my old drive to get Windows 10 for free instead of buying it again in my new build. The SSD I'll be buying is 250 GB. I am planning on removing all of the pictures and stuff to a external hard drive, then deleting everything except for Windows 10. That's when I'll transfer the OS to my SSD.

Well...transferring it to a 'new build' is a whole different thing.
That Win 10 you got for free from upgrading an existing Win 7 or 8.1 is not necessarily OK to move to a whole other PC.
And definitely not on a second, concurrent PC.

You can move that OS to a new drive within the same system.
You might be able to move it to a whole new system, depending on a lot of other things.
You cannot use it on two systems at the same time.
