Question Cannot backup windows file

I have a few files that I'm trying to back up.

I set up the permissions so that everyone has full control.

When I try to copy the file, I get the message "You'll need to provide administrator permission to copy this file". after clicking "continue", I get "File Access Denied" "You require permission from ... to make changes to this file"

Any idea how i can remove whatever black magic is keeping me from copying this file?

How did this file originally get to "D/black C drive/desktop"?
this file and the other files that i'm having issues with were recorded in Pro Tools on a mac. they were copied to a usb drive, moved to my PC, then copied to an external hard drive for backup. But for some reason i can't copy them from the external hard drive to another external hard drive.

OK, just regular copying.

Do they still exist on the PC, and not just on the external?

Take ownership of the file.
Next to Owner - click change.

BTW - there's a lock icon on the file. It may be encrypted.
I doesn't matter who the owner is. I tried setting the owner to my user (confirmed by typing "whoami" in the windows command prompt), Administrator, and Everyone. I can close properties then go back in and confirm that the owner changed. When i try to copy the file everything is the same except the final error message updates the owner name, ex "You require permission from Everyone to make changes to this file.".

I can't play the wav file either.

After copying from the Mac, have any of these files ever worked in a Windows system?
yes, they did work on my windows system.

I think what happened is that the secure encryption was somehow accidentally added to the files on my windows user account. i was still able to access the files since I was doing it all from the same pc/user account that had access to the encryption. a while ago, my hard drive died and i replaced it and reinstalled windows. from that point on, the file would no longer copy.

this is the first time that i'm really looking into it. i had thought that it was a permissions issue because of the deceiving error message. I'm looking it up, and unfortunately it seems like there is no way to decrypt the encrypted files. I'm hoping that I have a backup from before they were encrypted. 🤞
