Cannot boot from CD

I installed a new hard drive. Nothing on it. When computer comes on, it does not read the CD so I can insall the OS. All I get is this message: 1962:No operating system found. Press F1 to repeat boot sequence. OK, this makes perfect sense - there is no OS on the hard drive. I want to boot from CD. I have gone into BIOS and set the CD to be primary, also set it to automatic. Neither made a difference. Have unplugged the cable and plugged it back in. Have put the CD in another computer and yes, it is bootable, worked just fine. Have also taken out the CD drive and replaced it with another, same results. Does anyone have any ideas? When I got the computer it had a Windows HD and it booted just fine.
