Cannot Boot PC

I am having trouble booting my PC. I recently bought a new motherboard, processor, gpu, and RAM. After installing everything, I tried booting it up but it just turned the fans on for half-a-second or so and then turned back off. After removing the 8 Pin Power Supply cord from the CPU 8 Pin Socket, the PC turned on and stayed on however I couldn’t do anything because the CPU had no power obviously. I have an 850W power supply and have had no problems with it ever. I saw another post similar to this and a lot of people mentioned the standoffs, so I removed the motherboard and checked for any screws or problems with the standoffs and there was nothing. I have tried removing 1 stick of RAM along with the GPU to no avail.
