Cannot boot to destop on Dell in Windows 7

My 3 mo old dell XPS crashed. I cannot boot in safe,safe with networking. I tried Dell data safe + restore. I cannnot reach desktop. A friend said CTRL Fll will restore to factory settings? Dell didn't even suggest this. Will it work?

It is a Dell shortcut, though if you have the recovery disks, you may want to consider reinstalling the software.
