Cannot configure DVR to modem/router combination so it can be seen from other locations.

I recently purchased a 32 channel DVR system for the business and tried to set it up so I can see the cameras from different locations. However, I am stuck with the port forwarding and now at a point where I don't know if I did anything right.

First, at the business location I have a modem/router from comcast which has the router option disabled, and I have a router to expand the network. The DVR is connected to the modem/router so I accessed the modem/router and port forwarded and enabled the 5100, 5101, 9000 and put the IP of the DVR (10.1.10.13). The ports are the ports DVR technicians told me to open. But on canyouseeme.org the ports 5101 and 9000 comes out as errors (connection timed out). I have checked already if the IP of the DVR is correct and it is. I called comcast to see if it's their problem and the technician looked over the modem/router and said there seems to be nothing wrong. Then she continued to tell me they can send a technician over but that I will be charged $100 if it's not a problem with comcast.

Please tell me what I am doing wrong or what is wrong
 
when you say that you have a "modem/router" from your ISP, you do not need a router (of course).
And when you say that the "router" mode is disabled on the modem, it should mean that your modem/router is giving out DHCP to the connected PCs on its ports.
Meaning, when DHCP is in play, your DVR should get a private IP such as (192.168.X.X) or if you have the modem/router set to give out class A private IP, it could be 10.x.x.x (most cases do not)

You should check your DVR network settings and see if it is obtaining DHCP automatically from the modem.
(Since you ARE port forwading, it seems like you are not using STATIC IP for the DVR.)
make sure, to check for default gateway, subnetmask, and the IP is matching the ipconfig given out from your modem/router.
you should manually configure the IP on the DVR and port forward again.

I checked the gateway, subnetmask, and ip is matching the ipconfig and as you mentioned, I am not using static IP for the DVR. This DVR doesn't show anything that says DHCP so I am not sure how to check that. So in your last sentence you mean I should ping for a different IP address in cmd and configure manually?
 
first check what type of IP is giving off from the modem/router, then ping in cmd and configure the IP,SUBNET,GATEWAY, ETC accordingly to your DVR.
then using that set IP, port forward again in your modem/router.
last, you may know this, www.whatismyip.com and connect from outside network using the public IP given.

Thank you, and I have tried everything you said but it did not work. I called comcast to make sure I wasn't doing it wrong and they actually tried themselves but couldn't get it to function. They are still working on it to fix it but I don't think they are going to anytime soon.
