What tv model is it?
Is the tv set to the right hdmi channel?

Do you have onboard video that may also have hdmi (top) and are using the correct hdmi slot from the graphics card (bottom)?
Is the hdmi end properly plugged in?

alright, can you change or force to a higher resolution setting and get a picture even if its wacked out? Older tv's with hdmi are a bit funny, even though native resolution should work, the correct signal and data is not matching.

Only other thing you can try is set over scan to 0 which may help or in Nvidia control panel > Display > Adjust Desktop size/position - resize and force the resolution this way.
