Cannot connect to specific website and some website won't load completely even after repeated refresh

Hi! I'm new here so.. i'm sorry if i place my thread incorrectly (Wrong Category)

I have this problem where My Computer cannot connect to Specific Website (for example: youtube), Some websites won't load completely too and leaving them as a broken image or Weird looking website (i have refresh the website repeatedly but The problem won't solve that) while My Laptop can connect to All Websites (include youtube) and everything is fine (Website Completely loaded).

I tried to open Youtube on different Browser and nothing works with My Computer but not with My Laptop (So, there's nothing to do with the Browser anyway). It shows "Unexpectedly closed the connection" and "ERR_CONNECTION_CLOSED" on Chrome.

Both connected with Lan Cable and also The Internet Source (Router / Modem), The only different is that i have set My Computer to Static IPv4 Address Device (IP thing inside Router / Modem like 192.168.100.x [x is the device IPv4 Address] while 192.168.100.1 is the Default Gateway). My Computer IPv4 Address have been permanently set to 192.168.100.3 inside The Router / Modem Settings

Both My Computer and My Laptop have the same Operating System (Windows 10) but My Computer have been using VPN before while My Laptop haven't used VPN yet.

My Opinion is that My Computer is broken somehow but not The Internet that my ISP Provide to me, i have tried System Restore and nothing happens (except lost some installed application), i also have tried the Winsock and Winsock2 registry reinstall thing but i couldn't do the last step which it shows "... Blocked by Group Policy ...".

I Hope someone can come and help me fix this problem! if you have question just ask me 🙁

Set the IP on the computer to DHCP, set anything else you may have changed to default, reboot and try again. From what you did it's pretty certain that you skipped a step in setting up the static IP or used the wrong numbers in there. Did you set the DNS server info for example?
