In my experience, that is some form of virus/malware preventing connection and usually results in a clean install.
Others may have quicker solutions though
After the boot time scan finished, i did a system format but that didn't seem to help much, I am updating everything to the latest settings but that doesn't seem to be working.
I can't take it to the Microsoft store just yet as I have modelling and texturing assignments due soon, so working in a library through wifi would be nice.
