Cannot delete/modify a downloaded .pdf file (but can still open it)

Hi all,

I have a rather peculiar issue. I downloaded a pdf file a few weeks back and have not been able to delete it. It was just a single page .pdf for some diagrams I use for volleyball coaching. Ever since then, I cannot delete or modify it in anyway. I am still able to open it, but whenever I try to delete it, rename it, copy, cut, paste, etc. it in anyway, there is total inaction. It will even highlight it as if I was trying to cut it.

I have tried many of the recommendations online and am still having issues with it. Please help its bugging the hell out of me hahah.

Relevant info includes:

• It has an extremely long naming (this is what it was downloaded as):

• It is located in my downloads file (see path) "C:\Users\Goliath\Downloads\APZNZA~1.PDF"
• It is only 530 KB
• I have scanned it for viruses with Windows Defender (safe)
• I have tried to look it up in Windows Process Explorer to no avail

The system it is installed onto is as follows:

CPU: 5800x3d
RAM: Corsair 3600 CL18 2x16 GB
Storage: 980 PRO PCIe ® 4.0 NVMe ® SSD 1TB - Samsung

Have you tried

FileAssassin or UNLOCKER to delete it?​
