[SOLVED] Cannot delete some files no matter what I try

I have got two files on my PC that refuse to be deleted no matter what I try. If I just try deleting the files through explorer it tells me I require admin permission to make changes to this folder (Even though I AM THE ADMIN).

I have even tried the CMD in admin mode to remove the directory and it refuses to delete the files.

The files in question are the remains of an Adobe Reader application I forced off my PC a while back.

WARNING - DRAGONS AHEAD - YOU CAN SERIOUSLY SCREW THINGS UP -
if you are SURE the file can safely be deleted (not a windows file), write the location of that file down so you know where it is on the drive later.

My Canned Rant about Deleting Stubborn Windows Files-
Boot to a USB drive with linux on it. once the system boots to the USB drive open the file explorer, mount the hard drive if needed and delete the file/files/folders. Linux is not bound by windows permissions. After file deletion reboot to the hard drive. Remember to remove the USB drive.

This is a long workaround for the files in question but a good excuse to get linux on my machine.

I'm tempted to do a format of my C: drive instead due to the sheer mess of files it has turned into over the last half decade.

The files are all remnants of adobe software that stubbornly will not leave my PC.
