cannot detect hard disk

I have an hp. I'm fairly sure the bios is the blue and grey screen. I understand that it's not a true bios, but rather a limited one. In that bios, I can detect hard drives that I connect to my computer. When trying to install Windows, it says I don't have and hard drives hooked up. In diskpart> list disk, it doesn't show up either. I've tried this with an old laptop hd that previously ran 7, which is what I'm trying to install, and it doesn't work with a brand new, bought 24 hours ago hd either. If I plug my hd into an aftermarket hd-Usb adapter, list disk will see it. Windows installer will see it. But Windows won't install onto a drive over Usb. This is my dilemma and I'm stumped. Any ideas on what's going on and how to fix it?

It's a pavilion hpe h8-1380t. The hard drive was a 2gb Seagate, but that failed so I bought a 3tb wd to replace it but I wanted to practice on my old laptop 320 gb wd ado I don't screw up a brand new one
