Question Cannot format HDD on laptop ?

Hello I just bought a second-hand Dell Inspiron 15 5100 that needs HDD replacing and a Windows install.

I have changed the HDD but i can't format it, can someone help me ?

i have installed a new hard disk in the laptop and im trying to install windows 10 on it but every time it is displaying error message

Have you allready done the partition to it?
You have to use partition manager, to ”mount” the disk aka create the main partion to the disk, so that the os can use that partion to firmat that part of the disk.

the problem i cant enter the windows installation part when i boot the windows cd it start to load then display an error message then restart

That sounds like an error with the DVD you're using.
