Cannot get GeForce GTX 780 Ti Superclocked with ACX Cooler Video Card to work

Built computer and worked fine for a bit but after Windows updates boot stalls at the 4 color Windows "swirl" - could reboot multiple times, but if you get past the "swirl" the graphics are very distorted and slow - Have been on phone with EVGA and got a replacement card to no avail. Took unit to PC doctor for diagnostics, but think all they did was rip me off and tell me that it must be unstable electricity in my house (???). System is:
Intel Core i7-3770 K Ivy Bridge Quad-Core 3.5GHz
G-SKILL Trident X Series 16GB (2 x 8GB) 240-Pin DD
MSI Z97-Gaming 7 LGA 1150 Motherboard
How do I get the Graphics Card to work?
 
Remove the 780Ti. Use the integrated graphics as your display and boot into windows. Run a driver cleaning program like DDU or CCleaner. Power down and reinstall the card. Reboot and install the latest drivers. Questions:

Which version of windows are you running? What PSU do you have installed?

Try the other PCI-E slot. Use the integrated graphics to verify the board is working correctly. If this is a replacement card from EVGA, it is unlikely that you have received yet another faulty card. Make sure the cables you are using are undamaged and free of debris. Clear the CMOS on your board. Start to narrow down what the problem may be.
 
Still no graphics card. We even called tech support for motherboard and all they want us to do is send the MB back to them to check it.......This is crazy! Initially, for 2 or 3 months everything worked fine and now even with replacement it doesn't work.
