[SOLVED] Cannot get into BIOS without clearing cmos

Recently I upgraded my motherboard and CPU, I went from a Ryzen 3 1200 & MSI B350 PC Mate to a Ryzen 5 3600 & MSI B450 Mortar Max. Since then I've had these issues:

1. booting up the PC results in no signal to the monitor even through the PC seems to be running completely fine. In order to get to windows I have to press the reset button on my case.

2. Restarting the PC results in the same black screen no signal, again I have to press the reset switch in order to get to windows.

3. The BIOS splash screen never shows up when booting or restarting the PC.

4. The only way I am able to get into the bios is to clear the cmos on my motherboard, this is extremely annoying as I intend on overclocking my CPU.

5. I cannot reinstall windows because this requires a restart, again I'm not able to restart the PC.

I'm aware that old motherboard drivers may be causing these issues and so reinstalling windows is recommended, I can't do this though and I've tried everything.

Once in windows the PC works completely fine, I've installed the latest motherboard drivers too.
System specs:

Ryzen 5 3600
MSI B450 Mortar Max
8gb Corsair Vengeance LPX 2666MHz
GTX 1060 6gb
EVGA 600B PSU

I don't see that memory (if it is the CMK8GX4M1A2666C16) in the MSI support QVL HERE. Click compatibility on the left side and then select the RX-3X00 (Matisse) button. If that is the case, contact Corsair support and they can advise you on manual settings for that memory that may work better.

If you still have the old CPU, you could install it to make necessary changes. You are unable to reinstall W10 from a USB stick after clearing the CMOS and then using a USB installer stick?
 
Solution
Have you tried modifying any of the boot screen options? I am not familiar with that particular board but there could be an odd bios menu in there.

The other thing I would recommend just off the top of my head is unplugging all your USB devices as these can sometimes cause issues such as this.

I think that just installing Windows over my existing installation is the only choice, as I'm pretty sure the old motherboard drivers have something to do with the issue. I'll give it a shot and see if the problems persist, thanks.
