Cannot install 1079 update (KB4048955) - build number, AMD confusion!

I'm having massive problems trying to update KB4048955 (2017-11 Cumulative Update for Windows 10 Version 1709 for amd64-based Systems). I've performed SFC and DISM checks, all look fine. I even went so far as to completely reinstall a fresh version of Windows 10 using the latest ISO on a USB - and am still facing the same issue.

For starters, I have an Intel system - not amd - but Google searches suggest that's fine for this update regardless of the name. It begins to download and install before consistently giving me a 0x80073712 error.

Previously, however, I did install the Fall Creators update. When I go into systems settings, my Windows Specifications list "Version: 1709" but the OS Build is listed as "16299.19" - I believe it should be 16299.64 or later. When I check for updates using the Windows Update tool, it keeps showing me this update is available, and it continues to fail no matter what I've tried. Any ideas?
