Question Cannot install Windows 10 on SSD

So i have upgraded my old pc completely here are the specs:
AMD Ryzen 7 3800x
EVGA 2060
32 GB Corsair Vengeance RAM
ASUS Tuf Gaming MOBO
1 TB Western Digital NVMe SSD M.2
Scythe fuma 2 cooler

First thing, i just bought the motherboard since i thought the old one was the issue. Also the ram is brand new since the old sticks were bad. The SSD and GPU are a year old. The SSD already has windows 10 on it and that's where i think my problem is. I am trying to reinstall windows on it. I have tried wiping it clean via cmd prompt and reinstalling through bootable USB. The issue is thta during the installation, my pc reboots when i get to the installation bar. It only gets to about 1% before rebooting. Is my SSD faulty? All other components pass POST and my mobo lights indicte everything is operating normally. What is my problem?

Where did you get it?

You don't have to manually wipe the drive before a clean install.

You'd delete all existing partitions on the target drive early in the installation process when they are shown to you right after booting from the USB installer.

Make sure all drives are disconnected EXCEPT for the one that will receive Windows.
