Cannot re install windows with reformatted Drives

I was having issues with booting earlier and after hours of playing around I decided to wipe the drives and just do a clean install. I made it to a boot screen within safe mode and formatted both drives (SSD and HDD, attempting to install on SSD) and proceeded to install again.
Now, again after restarting the computer it fails to boot and gets stuck at a loading screen. If format both and boot directly from my installation media, it still gets stuck as the same loading screen with the ASUS logo.

Essentially, I need advice on how to totally clear my PC to install windows 10 clean from a USB drive. If I can provide any more info please let me know!

I removed the HDD and booted from my Windows 10 USB. The initial boot screen comes up and after pressing enter on the 64 bit version it goes to a black screen and the common circle loader freezes and crashes after 2 seconds. I can go into advanced settings within the boot drive, and do a custom install from there within safe mode. I deleted all partitions and reformatted the drive as well and after install it restarts and crashes at the same screen.

update: still no luck, disconnected the sdd and attempted install in the HDD with the same results. And thoughts on where the problem might be if not in the hard drives?
 


from other thread... top 2 errors are drivers, the third could be too but the Windows Hardware Error Architecture (WHEA) error is usually associated with CPU, though can be fixed sometimes with a BIOS update.

If CountMike can think of a way to test a CPU without windows, that might be a place to start

remove any overclocks you may have as well.

IRQ errors and Page fault can also be ram, if you getting them during install process anyway. Try running the free version of Memtest on one stick at a time, any errors are too many and stick needs tro be replaced
 


Just ran memtest and it passed with 0 errors.




I attempted to install linux and every time I receive different text before it freezes up. I'll attach photos of both, but obviously one states a hardware error in the CPU and the other in the middle says NMI watchtog detected hard lockup on CPU 00.

Again, I'm still pretty new to PCs so I assume I have to replace the CPU?
