Cannot reset pc

OK so I messed up my PC and in the process I removed all my restore points! I've turn on restore points now but when I go to reset my pc it doesn't work it gets to about 30% and then it brings up some blue screen and says something like "PC re cannot be completed"

Edit: I also cannot write too any drive or install stuff i.e geforce experience every time I try "windows management has stooped working
