Question Cannot turn pc off

Hello! I'm new here forgive me but I have a weird problem with my PC. It all started when I had just finished building my new PC yesterday and tried to turn it on. Immediately as I turned on the PSU the fans in the PC lit up and were spinning very slowly. The AIO pump was audible too but the system wasn't running. I then turned on the PC with the power button and the fans started spinning faster and pc booted to the bios and I installed windows normally. After that however I noticed if I tried to turn off the PC either from windows or the power button it would start up right after again. It has been like that ever since and I cannot figure out why it won't shut off and why do the fans light up and spin slowly just from turning on the PSU.
 
I had this issue with my first PC build. The best thing to do is strip down your computer to only the necessary parts - boot drive, cpu, mobo, power supply, 1 stick of RAM. If the issue goes away with that, slowly add parts back until you find when the issue starts. For me, it was the mobo dying so I had to RMA.

I highly recommend to not SWITCH PSU ON for now!!!!

The issue could lie within the PSU or the motherboard.
Here's my specs:
CPU - intel i7-9700k
Motherboard - Gigabyte z390 aorus master
RAM - Corsair vengeance rgb pro 3200mhz
PSU - Corsair RM1000x
GPU - Gigabyte 2080ti aorus xtreme

I have done that and result was pretty much the same each time
 
Make sure the front panel pins aren't in the wrong place eg. power pins on reset or hdd led pins.
I dont know if it can act up a system like thet, but worth a shot i guess.
Yeah already checked that. It does it even if I have the front panel disconnected and turn on the pc with the button directly on the motherboard.
 
I would recommend you to disconnect psu from all pc components, and then test by shorting the green and black wire (To start the PSU up) if you disconnect and keeps running fan thats PSU issue, otherwise could be motherboard.
Would that require me to disassemble some of the PSU? Also I don't really know what you mean by the green and black wire like where are they located usually? I really don't want to disassemble it because it would void the warranty.
 
Ok I have no idea how but I fixed my problem. Took the gpu out, reset cmos and flipped a bios switch on the motherboard (I had already tried this before) and then tried to boot with no gpu and it worked as it should have and the PC posted. Put the gpu back in and connected my monitor to that and everything is perfect. No more fans lighting up and spinning when I turn on the PSU and I can turn off the PC normally. I hope it stays this way and thank you to everyone who tried to help out :)
