Cant acces Change pc Settings Windows 8.1

I upgraded to windows 8.1 and my explorer stopped running on startup. I could still get to task manager and open explorer but only in "admin mode". But it has to run without being admin for me to get into pc settings. Any help?

I am the administrator. Just explorer.exe cant run unless it is run as administrator

Yes, i am running it but i cant get into to Change pc settings becuse of it. I need to refresh.

What are 'Change PC Settings'? Control Panel?
