Can't access certain programs and right click options not working

As off last night my girlfriends laptop started to suffer from similar issues I faced with my aunties laptop just a week back.

My auntie has an Advent Monza T200 running windows 8.1 and she complained she was having issues with it. When I came to look at it I proceeded to try and run a virus scan using Norton however the program would not open and the loading icon would just time out. I then tried to right click and run as administrator but again the loading icon would time out, however the screen would blink off and come back on refreshed with certain programs that were open now closed. I checked to see if this happened with any other programs and found it did. If I tried to right click anything the screen would blink off, come back on and refresh. I looked into the issue however couldn't find anything that related directly to the issues I was facing.

Not willing to give up I proceeded to try and boot the computer into safe mode but again when attempting to access the boot options on start up, the computer would just proceed to the login screen. Yet again I found myself searching for help on how to gain access to safe mode but all solutions pointed to running a cmd prompt and I couldn't even get this program to open. After trying a few more times to access safe mood, I managed to get access to recovery and completed a refresh. I then spent the remainder of the time re installing updates, downloading and re installing windows 8.1 and downloading Norton. After all this the laptop seemed to work as it use to allowing me to use Norton and right click programs with the options appearing. I ran a virus scan and nothing was found. The problem was solved and my auntie was able to resume using her laptop.

Now as off yesterday my girlfriends HP laptop is suffering from the same problems and am unable to open certain programs and cannot gain access to safe mode. The laptop worked perfectly fine on Friday/ Saturday but when we came to use it again Sunday, Chrome wasn't allowing access to the internet even with a wireless connection established. Internet Explorer worked fine and was able to browse the internet. Chrome stated that it could be an issue with firewall settings but when checking, Chrome was an accepted program. I proceeded to see if Norton's firewall was blocking it and this is when the same problem I was having with my auntie's laptop started to happen on my girlfriends. I haven't completed a refresh or a recent recovery as off yet as I wanted to see if anyone else has suffered from similar issues as described above. I'm asking for a solution but I also want to discuss the issue and see if an easier solution is available. The only thing my aunties and my girlfriend’s laptop have in common is they both run Windows 8.1 so I believe this is the underlining issue however I cannot be sure about this.

I would hold off on the refresh, take a look at the similarities, both have norton, both started about the exact same time and both run at a snails pace. Disable norton. Restart computer. Let's see what happens. Verify Norton did not restart on it's own. If it did, disable again and see what happens.

Thank you for your response gferrin2012. I will give this a go and update on the results. :)
 
It would seem that the issue was down to Norton after all. Once Norton was disabled, we were able to gain access to the internet and all other programs which we couldn't use previously. I think the issue must had come about with a recent update to windows 8.1 which made Norton incompatible causing it to block all traffic hence why we couldn't get access to the internet.

Norton seems to be running fine now after we uninstalled it, applied all recent windows 8.1 updates and re installed. I checked the system for malware and viruses and non were present.
