Cant access cpu config

I tried installing AMD Phenom II x4 955 BE in my HP processor works but only runs at 800 mhz, should be 3.2 ghz. Problem is I cant access clock speeds in BIOS. Does anyone know why? I even tried reinstalling oem chip andstill cant access settings..

this is because of cool and quiet (HP you can't usually change any settings in the bios)

download cpuz and prime95
open cpuz
run prime95 with small fft's (to load the processor)
the processor should go up to 3.2GHz

i tried downloading prime 95 but it has an error opening what should i run it with?
